Does anyone know why when i try and access the online dynasty it tells me that my xbox live membership limitations do not allow me to use this area.

every time i try to create a online dynasty i keep getting the "Due to a Xbox Live membership limitation this action is not allowed" message, anyone else getting this, if so know how to fix it?
